Here is, what I know:
In Mystic BBS you can use this function to edit data/filerequets.txt. <requested_filename> <path/to/file>
Yeah, that was pretty much my thinking as far as format went.
The function is integrated into the Mystic File Server and processes FREQ requests that come in via BINKP/BINKD/FTN, if Mystic is acting as the frontend mailer.
In practice, however, many sysops use the FREQ mechanisms of their FTN
It didn't appear that BinkD gave me any benefit over running Mystic's BinkD server on Linux so I do have Mystic running as the frontend. Which it does pretty well for the most part.
Does it actually work?
From my testing between my Synchronet installation and Mystic, it appears that the file request handling doesn't go much past editing the filerequest.txt file in the config.
I've decided I'm going to write my own processor to handle file requests.
Been a while since I've programmed in Pascal but I think it'll be fun.
